Defining an include section in config files other than the main
`databricks.yml` file fails silently. With this PR users will get a
warning when they try this.

was not intended.

`include` section is used only to include other bundle configuration
YAML files. If any other file type is used, raise an error and guide
users to use `sync.include` instead
