## Changes
This change moves fixture helpers to `internal/acc/fixtures.go`. These
helpers create an ephemeral path or resource for the duration of a test.
Call sites are updated to use `acc.WorkspaceTest()` to construct a
workspace-focused test wrapper as needed.
This change also moves the `GetNodeTypeID()` function to `testutil`.

## Changes
`check_running_resources` now pulls the remote state without modifying
the bundle state, similar to how it was doing before. This avoids a
problem when we fail to compute deployment metadata for a deleted job
(which we shouldn't do in the first place)
`deploy_then_remove_resources_test` now also deploys and deletes a job
(in addition to a pipeline), which catches the error that this PR fixes.

This helper:
* Constructs a context
* Constructs a `*databricks.WorkspaceClient`
* Ensures required environment variables are present to run an
integration test
* Enables debugging integration tests from VS Code
Debugging integration tests (from VS Code) is made possible by a prelude
in the helper that checks if the calling process is a debug binary, and
if so, sources environment variables from
`~/..databricks/debug-env.json` (if present).

## Changes
This PR sets "resource" to nil in the terraform representation if no
resources are defined in the bundle configuration. This solves two
problems:
1. Makes bundle deploy work without any resources specified.
2. Previously if a `resources` block was removed after a deployment,
that would fail with an error. Now the resources would get destroyed as
expected.
Also removes `TerraformHasNoResources` which is no longer needed.
## Tests
New e2e tests.
