Release v0.219.0 (#1412) 
Bundles:
* Don't fail while parsing outdated terraform state
([#1404](https://github.com/databricks/cli/pull/1404)).
* Annotate DLT pipelines when deployed using DABs
([#1410](https://github.com/databricks/cli/pull/1410)).


API Changes:
* Changed `databricks libraries cluster-status` command. New request
type is compute.ClusterStatus.
 * Changed `databricks libraries cluster-status` command to return .
 * Added `databricks serving-endpoints get-open-api` command.

This project is in Public Preview.

Installation

This CLI is packaged as a dependency-free binary executable and may be located in any directory. See https://github.com/databricks/cli/releases for releases and the docs pages for installation instructions.

This CLI follows the Databricks Unified Authentication principles.
