Rename libs/config -> libs/dyn (#1086) 
## Changes

The name "dynamic value", or "dyn" for short, is more descriptive than
the opaque "config". Also, it conveniently does not alias with other
packages in the repository, or (popular ones) elsewhere.

Databricks CLI

build

This project is in Public Preview.

Installation

This CLI is packaged as a dependency-free binary executable and may be located in any directory. See https://github.com/databricks/cli/releases for releases and the docs pages for installation instructions.

This CLI follows the Databricks Unified Authentication principles.
