Regenerate the CLI using the same OpenAPI spec as the SDK (#1205) 
## Changes
The OpenAPI spec used to generate the CLI doesn't match the version used
for the SDK version that the CLI currently depends on. This PR
regenerates the CLI based on the same version of the OpenAPI spec used
by the SDK on v0.30.1.

build

This project is in Public Preview.

This CLI is packaged as a dependency-free binary executable and may be located in any directory. See https://github.com/databricks/cli/releases for releases and the docs pages for installation instructions.
